INVITATION FOR EXPRESSION OF INTEREST (EOI)/ PRE QUALIFICATION FOR EXECUTION OF 2025 APPROPRIATION

INTRODUCTION
The Federal Government of Nigeria has appropriated funds to the Federal Medical Centre, Epe, Lagos in the 2025 Fiscal year for the Procurement of Goods, Works and Services for the execution of policies, programmes and projects towards achieving the mandate of the Centre. In compliance with the provisions of the Public Procurement Act, 2007 and other extant guidelines for the award of contracts in the Federal Public Service, the Centre wishes to invite qualified experienced and competent Contractors to submit Expression of Interest/ Pre-qualification documents for the under-listed Project:

1. SCOPE OF WORKS AND SERVICES

LOT: 2025 A.1
Project Title: Consultancy for Construction of 4 Storey Building Hospital Wards and Outpatient-Clinic Complex at FMC, Epe Lagos.

LOT: 2025 B.2
Project Title: Construction of 4 Storey Building Hospital Wards and Outpatient-Clinic Complex at FMC, Epe Lagos.

2. ELIGIBILITY REQUIREMENTS
Prospective bidders must possess the under-listed requirements to be eligible in this procurement process:

a. Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7 (or CAC 1.1). Business Name with Form BN1.Status Report, Evidence of Current annual return filing.
b. Evidence of Company’s Income Tax Clearance Certificate (or Personal Income Tax Clearance Certificates of all the Partners in case of Business Name) for the last three (3) years valid till 31st December, 2026; with minimum average annual turnover of ₦200 million.
c. Evidence of Pension Clearance Certificate valid till 31st December, 2026 (this requirement is only applicable to bidders whose number of staff is 15 and above);
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2026 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is ₦50m and above);
e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2026;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December, 2026; or valid Certificate issued by BPP.
g. Sworn affidavit:
– disclosing whether or not any officer of the relevant committees of the Federal Medical Centre Epe or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
– that no Director has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
– that the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings;
h. Company’s Audited Accounts for the last three years (2023, 2024 & 2025);
i. Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
j. Verifiable documentary evidence of at least three (3) similar jobs (in size, nature & complexity) executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;
k. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/ Professional qualifications such as COREN, QSRBN, ARCON, CORBON, BUILDER);
l. For Works: in addition to a-k listed above: List of Plants/ Equipment with proof of Ownership/Lease Agreement should be provided.
m. For Consultancy Services: in addition to a-k listed above: Evidence of Firm’s current registration with relevant regulatory professional body(ies) such as COREN, QSRBN, ARCON, CORBON, BUILDER etc)
n. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Compliance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner); and

Note: All documents for submission must be transmitted with a Covering/ Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.

3. SUBMISSION OF EOI AND PREQUALIFICATION (WORKS)
Prospective bidders are to submit two (2) bound copies of (EOI) and two (2) hard copies of Prequalification documents separated by dividers and arranged as indicated above. The documents should be submitted in two different sealed envelopes, clearly marked as “Expression of Interest” and “Prequalification Documents (Works) addressed to The Medical Director, Federal Medical Centre Epe, Lagos. Hospital Road, PMB 1003, Epe, Lagos State and clearly marked with the name of the Project for both EOI and Prequalification. Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and dropped in the designated Tender Box in the Procurement Department FMC Epe not later than 12:00 noon, Wednesday, 16th September, 2026. Please, ensure that you sign the Bid/EOI Submission Register as the Federal Medical Centre Epe will not be held liable for any misplaced or wrongly submitted bids

4. OPENING OF EOI AND PRE-QUALIFICATION DOCUMENTS
The EOIs and Pre-Qualification documents will be opened immediately after the deadline for submission at 12:00 noon Wednesday, 16th September, 2026 at the SB Mustapha Hall, FMC Epe in the presence of observers, bidders, or the representatives. Only Shortlisted firms will be invited later to collect the standard bidding documents.

5. GENERAL INFORMATION
a. EOI/Bids must be in English Language and signed by an official authorised by the bidder;
b. EOI/Bids submitted after the deadline for submission would be returned un-opened;
c. All costs will be borne by the bidders;
d. The EOI/Technical Bids will be opened in the presence of Bidders or their representatives, CSOs in the areas of Anti-Corruption and Transparency and Private Professional bodies; and will be covered by video recording.
e. Only pre-qualified bidders at technical evaluation will be invited at a later date for collection of tender documents.;
f. Only shortlisted consultants at EOIs evaluation will be invited at a later date for collection of Request for Proposals;
g. This advertisement shall not be construed to be a commitment on the part of the Federal Medical Centre, Epe nor shall it entitle the Submitting Company to make any claims or whatsoever or seek any indemnity from the Court by virtue of such company having submitted EOI/Pre-qualification documents for this advertisement.
h. The Federal Medical Centre Epe is not bound to shortlist/pre-qualify any Applicant and reserves the right to annul the Procurement process at any time without incurring any liability in accordance with Section 28 of the Public Procurement Act 2007.
